Downtown is the old commercial heart of Melbourne, where New Haven Avenue meets the Indian River Lagoon. The city treats it as a community redevelopment area (CRA), a district where growth in property tax revenue is set aside for improvements inside its own boundary.

Where it is

The city established the Melbourne Downtown CRA on Aug. 10, 1982, and expanded it in 2006, according to its CRA page. The 2024 annual report puts it at about 322 acres and says it is scheduled to sunset in 2042.

On the report’s map, the area runs from near Babcock Street east along New Haven Avenue and Strawbridge Avenue to the lagoon. Crane Creek crosses it, and an arm follows U.S. 1 south past Riverview Park toward University Boulevard. All of it is in ZIP code 32901. OpenStreetMap labels the area “Downtown Melbourne.”

What the CRA does. The city says the district has paid for streetscapes, benches and lighting, a parking garage and surface lots, and the purchase of Riverview Park from Brevard County. Its listed priorities are improvements at Riverview Park, a pedestrian bridge across Crane Creek and streetscape work along U.S. 1 between Crane Creek and University Boulevard. Exterior changes to commercial buildings and signs inside the CRA need approval from the city’s Historic and Architectural Review Board first. Assessed property value inside the district rose from a base of $43.2 million to $265.5 million as of Jan. 1, 2025, the report says.
