In Florida the county property appraiser sets the value of your home, each taxing body (the city, Brevard County, the School Board and special districts) sets a millage rate, and the county tax collector sends one bill. One mill is $1 for every $1,000 of taxable value. Bills for the 2026 tax year go out on or about Nov. 1.

What Melbourne charges
The City Council set the fiscal year 2027 rates at its first budget hearing on Sept. 9, 2026, according to the minutes:
- Operating rate: 6.9473 mills, 1.01% above the rolled-back rate of 6.8781. The motion carried with council member David Neuman voting no. City staff said the rate would cost the median taxpayer about $0.73 a month more than the rolled-back rate.
- Debt service rate: 0.2885 mills for the 2022 bonds that built the Joseph Pellicano Law Enforcement Center, approved by voters in November 2018.
The final vote on both rates was on the agenda for the Sept. 23 budget hearing. The FY2027 operating rate is below the FY2026 rate of 7.0112 mills.
On a home with $200,000 of taxable value, 6.9473 mills is about $1,389 a year for city operations and 0.2885 mills about $58 for the police bonds. Brevard County, the School Board and other districts add their own rates on the same bill. The Brevard County Commission adopted a county General Fund rate of 3.0942 mills on Sept. 8, the city’s budget papers note.

Homestead exemption
If you own your home and it was your permanent residence on Jan. 1, the Homestead Exemption cuts its taxable value by up to $25,000. Apply with the Property Appraiser by March 1 of the year it applies; once approved it renews automatically. You will need a Florida driver’s license or ID card, Florida vehicle registration for every vehicle you own and Social Security numbers for you and your spouse.
The Property Appraiser lists more exemptions for seniors, veterans, widows and widowers on its exemptions page. Voters approved Amendment 3 statewide on Nov. 3, 2026, with 61.98% (unofficial). It raises the homestead exemption from non-school taxes to $150,000 on Jan. 1, 2027, and to $250,000 on Jan. 1, 2028, and cuts the yearly cap on non-homestead assessment increases from 10% to 5%. How to appeal
Each August the Property Appraiser mails a Truth in Millage (TRIM) notice with your proposed value and taxes. You can ask the Property Appraiser for an informal review, then file a petition with the Value Adjustment Board:
- The deadline for the 2026 tax year was Sept. 14, 2026, or the date at the bottom of your TRIM notice.
- Late petitions are reviewed by the board’s attorney, who looks for “good cause,” such as a medical emergency or a family crisis.
- The filing fee is $50 per parcel, plus a card convenience fee online. There is no fee for a denied homestead exemption or tax deferral, a denied deployed military exemption, or a current recipient of temporary assistance from the state Department of Children and Families with documentation.
- File online, in person at a Clerk office (the Melbourne office is at 51 Nieman Ave.) or by mail to Brevard Clerk of Courts, Attn: Value Adjustment Board, P.O. Box 999, Titusville, FL 32781-0999.
